Cártel de Jalisco Nueva Generación (CJNG) has long been an innovator in its use of weaponry and tactics, techniques, and procedures (TTPs) in the criminal insurgencies taking place across various regions of Mexico. Over the last two-and-half-years or so, it has engaged in what can be viewed as ‘narco chemical terrorism’ in a very limited number of instances, primarily to generate fear and anxiety against those being targeted for psychological operations (PSYOPS) purposes. While CJNG chemical weapons use is still relatively rare, the fact that sporadic incidents have now taken place (combined with other recent developments) suggest that this activity should be elevated to Watch List status for US border law enforcement and federal agencies (primarily DHS) as well as national security researchers.
